The EU has strengthened the restrictions on the migration of BPA by 2.5-fold in certain toys. The new restrictions will become effective on November 26, 2018.
On May 25, 2017, the European Union (EU) published Directive (EU) 2017/898 to restrict bisphenol A (BPA) in toys falling under Appendix C of Annex II to Directive 2009/48/EC, the so-called Toy Safety Directive (TSD). The technical requirements in this new Directive are identical to the proposal that we reported in Safeguards No. 133/16 of July 2016.
The new restrictions will become effective on November 26, 2018.
Highlights of BPA migration in the new Directive and its comparison with Directive 2014/81/EU are summarized in Table 1.

First Foundation offers a wide range of materials addressing customer’s needs to comply with the safety regulations. “Consumers are increasingly concerned about the safety of the products they use. Higher restriction of BPA will be expected in future particularly in applications like food contact appliances, toys, and infant products. It is a major market trend which very much aligns with the regulatory movement,” Derek Lok, Director of Global Marketing and Business Development, First Foundation Hong Kong Limited. “The popularity of Solvay’s Duradex PPSU baby bottles and Eastman’s Tritan water bottles, food contact utensils, and kitchenware are all good examples reflecting this public concern on product safety.”
