We have learned from Guangzhou Entry-Exit Inspection and Quarantine Bureau that the new regulations of National Safety Technical Code for Toys (GB6675-2014), China’s inspection standard for imported toys, will be implemented on January 1st, 2016.
The newly added regulations are as follows: In terms of chemical performance, there will be more restrictions on plasticizer. In the major technological changes of specific element migration, suggestions on some test condition parameters are provided; in terms of mechanical and physical performance, the definition of toys and technical requirements of some parts in toys are newly added; and in terms of combustion performance, requirements of masks molded in whole or in part are added. From the above revision of the standard, we can see that China’s toy safety standards are gradually improved, which should attract due attention from production enterprises. Quality problems of products shall be avoided during the implementation of new regulations.
It is reported that in the first 8 months of this year, Guangzhou Bureau inspected and supervised a total of 507 batches of imported toys with the value of $17.673 million, increasing by 13.4% and 97.8% on year-on-year basis respectively. The toys come from a number of countries and regions in the world. Most of them come from Hong Kong and Germany. 15 batches of unqualified products were detected, reducing by 6.3% on year-on-year basis. The main problems are mostly related to product labeling and safety warning.
At present, most of the toys imported from the Guangzhou port have obtained 3C certification. Only a small part of stuffed, wooden and paper toys have not been included in the mandatory product certification. Guangzhou Bureau adopts the supervision mode of “imported product records + selective product risk monitoring” to control the quality safety of imported toys. In the special spot check of imported consumption goods every year, the percent of pass of safety items of imported toys is 100%.
Guangzhou Bureau reminded related enterprises of keeping up with the new regulations in timely manner, adjusting the relevant work, and avoiding the return of goods and economic losses due to quality problems. At the same time, it reminded consumers of confirming whether there was peculiar smell or pungent smell when buying imported toys, avoiding the selection of toys with sharp tips and edges which might cause injury of children, and choosing products with product identification, safety warning and product safety certification mark. In particular, they should check whether there is the anti-counterfeit “CIQ” sign. This sign shows that the toy imported has passed the inspection of entry-exit inspection and quarantine institution.
